Substance abuse control plan.

A BILL
for
1 AN ACT relating to
administration of the government;
2
authorizing the department of health to create a substance
3
abuse control plan to reduce drug and alcohol abuse;
4
requiring a report; providing an appropriation; and
5
providing for an effective date.

7 Be It Enacted by the Legislature of the State of Wyoming:
8
9 Section 1. W.S. 9-2-122 is created to read:
11 9-2-122. Substance abuse control plan.
12
13 (a) The
department of health shall develop a
14 detailed, comprehensive substance
abuse control plan for
15 prevention, early intervention and
treatment designed to

1 curb
alcohol and controlled substance abuse in the state of
2
Wyoming.

4 (b) The
department of health may contract with any
5
entities or individuals to develop the plan. All
6
contractors shall have a strong background in science, a
7
knowledge of the particular conditions in Wyoming and an
8
ability to work with diverse stakeholders. All contractors
9
shall possess an ability to produce innovative solutions
10 for the conditions in Wyoming.
11
12 (c) The
substance abuse control plan developed by the
13 department of health or contractor
shall indicate the best
14 programs and methods of prevention,
early intervention,
15 control, treatment and aftercare
which may be utilized to
16 limit drug and alcohol problems in
Wyoming.

18 (d) The
department of health or contractor shall
19 work, to the greatest extent
feasible, in collaboration
20 with the University of Wyoming
statistical analysis center
21 in determining appropriate data
regarding early warning
22 signs of substance abuse. Data
obtained shall be designed
23 to signal needs for prevention,
early intervention,
24 control, treatment and aftercare and
shall be obtained for

1 all
ages, from early childhood through adulthood.

Additionally, data shall be developed to support analysis
3
of the effectiveness of substance abuse programs employed
4
by the state and local communities.

6 (e) Based on
the data obtained pursuant to subsection
7
(d) of this section, the department of health or contractor
8
shall make recommendations in the substance abuse control
9
plan for practical, science-based strategies for early
10 intervention into substance abuse
problems. The recommended
11 programs may deal either directly or
indirectly with the
12 substance abuse problem in Wyoming,
and should create both
13 short term and long term effects
which can be sustained
14 across the state by multiple
stakeholders. The recommended
15 programs, to the greatest extent
possible, shall utilize
16 and recommend how the services of
schools, community mental
17 health centers, social service
providers, local health care
18 providers, law enforcement,
corrections and any other
19 entities presently available in the
state of Wyoming can
20 better serve the state in responding
to substance abuse
21 problems. The substance abuse
control plan should decrease
22 the potential overlapping of these
services while
23 maintaining a collaborative effort
among state and local
24 governmental entities and other
organizations to assure

1 maximum
leveraging of resources, including people and
2
money. The plan should identify and address the filling of
3
gaps in the continuum of needed services. The substance
4
abuse control plan shall also include recommendations to
5
the executive, legislative and judicial branches of the
6
state of Wyoming regarding programs and funding
7
determinations which those entities may make.

9 (f) The
department of health shall report its
10 activities under this section to the
governor and the joint
11 labor, health and social services
interim committee not
12 later than October 1, 2001. The
report shall include a
13 review of the data obtained in
developing the substance
14 abuse control plan and an analysis
of similar data
15 available on the date of the report.

17 Section
2. Three
hundred thousand dollars
18 ($300,000.00) is appropriated from
the general fund to the
19 department of health for purposes of
this act.

1 Section 3. This act is effective immediately upon
2
completion of all acts necessary for a bill to become law
3
as provided by Article 4, Section 8 of the Wyoming
4
Constitution.
