A BILL
for
1 AN ACT relating to
agriculture and animals; providing for
2
the location and name of the seed analysis laboratory as
3
specified; providing appropriations; providing for
4
personnel; requiring a report; and providing for an
5
effective date.

7 Be It Enacted by the Legislature of the State of Wyoming:
8
9 Section 1. W.S. 11-12-115 is amended to read:
10
11 11-12-115. State seed analyst; seed laboratory.
12
13 (a) The state
seed analyst shall be selected by the
14 board. The analyst shall receive a
salary fixed by the
15 human resources division of the
department of

1 administration
and information, paid by the state from an
2
appropriation for that purpose.

4 (b) Any state laboratory operated for
the purposes of
5
seed analysis shall be located in Park
County and shall be
6 known as the Denny J. Smith Memorial
Seed Analysis
7 Laboratory.

11 (a) There is
appropriated two hundred fifty thousand
12 dollars ($250,000.00) from the
statutory reserve account to
13 the department of agriculture for
the purposes of placement
14 of the laboratory in Park County or
any costs associated
15 therewith as provided by this act.

17 (b) There is
appropriated one hundred fifty-two
18 thousand five hundred dollars
($152,500.00) from the
19 general fund to the department of
agriculture for the
20 purposes of operation of the
laboratory. The department of
21 agriculture is authorized to
contract with the University
22 of Wyoming for personnel to operate
the laboratory.

1 Section 3. The department of agriculture shall
2
provide a report detailing the activities and the overall
3
effectiveness of the laboratory to the governor and the
4
members of the joint agriculture, public lands and water
5
resources interim committee on or before December 31, 2004.
6
7 Section 4. This act is effective immediately upon
8
completion of all acts necessary for a bill to become law
9
as provided by Article 4, Section 8 of the Wyoming
10 Constitution.
