A BILL
for
1 AN ACT relating to
wildlife and livestock; creating a

wildlife and livestock disease research partnership board;
3
specifying membership; specifying duties and
4
responsibilities; providing purposes; authorizing the board
5
to accept funds; creating an account; restricting use of
6
funds as specified; providing an appropriation; and
7
providing for an effective date.

11 Section 1. W.S. 11-19-601
through 11-19-603 are
12 created to read:

1 11-19-601. Findings; purposes.

3 (a) The
interaction of livestock and wildlife may
4
lead to mutual or shared diseases. Some of these diseases
5
may have the potential to adversely affect Wyoming's
6
livestock producers and influence the management of
7
Wyoming's free-ranging wildlife. Research into these
8
diseases may provide strategies or solutions that benefit
9
Wyoming's livestock industries and wildlife resources.

11 (b) The purpose
of the Wyoming wildlife/livestock
12 disease research partnership is to
utilize existing
13 personnel and facilities of the
state, to identify funding
14 sources, to enhance wildlife and
livestock disease research
15 in the state, and to understand,
manage, control and
16 preempt potentially mutual or shared
diseases that may
17 impact wildlife, livestock or
humans.

19 11-19-602 Wyoming
wildlife/livestock
disease research
20
partnership board created;
membership; duties; purposes.

22 (a) There is
created the wildlife/livestock disease
23 research partnership board within
the department. The board
24 shall consist of the following
members or their designees:

2 (i) The director of the department;
3
4 (ii) The
director of the Wyoming game and fish
5
department;
6
7 (iii) The vice-president
for research at the
8
University of Wyoming;
9
10 (iv) The
director of the Wyoming state
11 veterinary laboratory; and
12
13 (v) The state veterinarian.

15 (b) The board shall:
16
17 (i) Accept
funding from all sources, including
18 federal, state and local governments
and private donations
19 to carry out the purposes of this
article;
20
21 (ii) Leverage
funds received to match other
22 funds that may be available to the
board;

1 (iii) Deposit
funds received into the account
2
created by W.S. 11-19-603. No funds may be withdrawn or
3
otherwise expended without the specific consent of at least
4
three (3) members of the board;
5
6 (iv) Accept,
review and prioritize research
7
proposals submitted to the board;
8
9 (v) Seek
support for programs and projects
10 consistent with the purposes of the
board;
11
12 (vi) Allocate
funds for research which serve the
13 goals of understanding, managing,
controlling or preempting
14 potentially mutual or shared
diseases that impact wild and
15 domestic animals or humans in the
state.
16
17 (c) In
approving research requests for funding, the
18 board shall first consider any
requests for funding from
19 the Wyoming game and fish department,
the University of
20 Wyoming, the Wyoming department of
agriculture and the
21 Wyoming livestock board. After
consideration of requests
22 from those state agencies, the board
may consider requests
23 from other entities.

1 (d) All
research projects requesting funding from the
2
board shall be submitted to the board in a form and manner
3
specified by the board. The approval of not less than three
4
(3) members of the board shall be required prior to funding
5
of a project with funds received under this section.

7 11-19-603. Account created.
8
9 There
is created a wildlife/livestock disease research
10 partnership account within the
special revenue fund. Funds
11 from this account shall be used only
for purposes specified
12 in W.S. 11-19-602. Any interest
earned on the account shall
13 remain within the account.
14
15 Section 2. There is appropriated two hundred thousand
16 dollars ($200,000.00) from the
general fund to the
17 wildlife/livestock disease research partnership
account
18 created by W.S. 11-19-603 to
implement the purpose of this
19 act. No funds appropriated under
this act shall be expended
20 until a like amount is obtained from
other sources by the
21 wildlife/livestock disease research
partnership board.
