Veteran's sticker on license plates.

A BILL
for
1 AN ACT relating to motor
vehicles owned by veterans;
2
authorizing issuance of a special license sticker as
3
specified; establishing the cost for the veteran's license
4
sticker as specified; providing for the distribution of
5
fees; and providing for an effective date.

7 Be It Enacted by the Legislature of the State of Wyoming:
8
9 Section
1. W.S. 31-2-204(b), 31-2-215 by creating a
10 new subsection (d), 31-2-216 by
creating a new subsection
11 (h), 31-2-217 by creating a new
subsection (h) and
12 31-3-102(a) by creating a new
paragraph (xix) are amended
13 to read:

15 31-2-204. Issuance of certificates of
registration
16 and license plates by county; form.

1 (b) Except as
otherwise provided, license plates
2
shall be of metal not less than twelve (12) inches long in
3
the left-hand end of which shall be arabic numerals for the
4
county in which issued, followed by the bucking horse and
5
rider emblem and a distinctive number assigned to the
6
vehicle, set forth in numerals and letters as determined by
7
the department and above or underneath such numerals shall
8
be the word "Wyoming" and arabic numerals for the year of
9
issue or validation. License plates issued to dealers and
10 for trailers shall contain
appropriate identification which
11 may be in lieu of the bucking horse
and rider emblem.
12 License plates shall be changed or
validated annually.
13 There shall be a marked contrast
between the color of the
14 plate and that of the numerals and
letters and the
15 background of all plates shall be
fully reflectorized.
16 Motorcycle plates shall not be less
than three (3) inches
17 wide and six (6) inches long.
Antique license plates shall
18 bear no date and shall bear the
inscription "Pioneer Wyo".
19 License stickers for trucks and
trailers used by any farmer
20 or rancher for the transportation of
livestock, feed or
21 unprocessed agricultural products
owned and produced by the
22 farmer or rancher from the place of
production to market
23 and of ranch supplies intended
solely for the use of the
24 farmer or rancher, and not for sale,
on the return trip,

not for the transportation of goods and persons for

hire shall bear the inscription "Farm". Upon application to
3 the department and payment of a fee as
provided by W.S.
4 31-3-102(a)(xix), veteran license
stickers bearing the
5 inscription "Veteran" and
designating the conflict service
6 of the veteran may be issued to the
veterans' affairs
7 commission in a format approved by the
department. The
8 veterans' affairs commission may sell
the veteran license
9 sticker to qualified veterans at a fee
not to exceed cost,
10 plus ten dollars ($10.00) per vehicle. Any fees collected
11 by the veterans' affairs commission under this subsection
12 shall be deposited in the veterans' affairs commission
13 expendable trust fund. The veterans' affairs commission
14 shall establish eligibility criteria for veterans applying
15 for a veteran license sticker. A qualified veteran
16 purchasing a veteran license sticker manufactured by the
17 department and sold by the veterans' affairs commission may
18 display the sticker on the lower left corner of the license
19 plate issued by the county treasurer. The provisions of
20 W.S. 31-2-205(a)(iv) shall not apply to any veteran license
21 sticker manufactured by the department and displayed as
22 provided in this section.

2 (d) A veteran who
qualifies for a special license
3 plate under this section may apply to
the veterans' affairs
4 commission for a veteran license
sticker authorized under
5 W.S. 31-2-204(b) for each vehicle
owned and registered
6 under the name of the veteran. Upon
verification by the
7 Wyoming veterans' affairs commission
that the veteran was
8 honorably discharged from service and
specifying the
9 conflict service of the veteran and
payment of the fee
10 established by the commission, the commission shall issue
11 the veteran license sticker for each vehicle for which the
12 veteran has paid the fee established by the commission.

14 31-2-216. Special plates; former prisoners of war.
15
16 (h) A veteran who qualifies for a special license
17 plate
under this section may apply to the veterans' affairs
18 commission for a veteran license sticker authorized under
19 W.S 31-2-204(b) for each vehicle owned and registered under
20 the name of the veteran. Upon verification by the Wyoming
21 veterans' affairs commission that the veteran was honorably
22 discharged from service and specifying the conflict service
23 of the veteran and payment of the fee established by the
24 commission, the commission shall issue the veteran license

1 sticker for each vehicle for which the veteran has paid the
2 fee established by the commission.

guard members; purple heart recipients.

7 (h) A veteran who

19 31-3-102. Miscellaneous fees.
