Elections registration equipment.

A BILL

 

for

 

AN ACT relating to elections; providing for review of a statewide voter registration system; providing for an elections administration certification program; authorizing an additional position within the Secretary of State's Office; providing appropriations; and providing for an effective date.

 

Be It Enacted by the Legislature of the State of Wyoming:

 

Section 1.  W.S. 22-2-121 by creating a new subsection (d) is amended to read:

 

22-2-121.  Chief election officer to prepare forms; rules; advice.

 

(d)  The secretary of state in cooperation with the county clerks shall, according to rules, develop an  election administration certification program for county clerks and their designees.  If requested by the board of county commissioners, county clerks and their designees shall be reimbursed per diem and mileage at the rate provided for state employees for each day in actual attendance at state certification programs under this subsection.

 

     Section 2.  (a) The secretary of state shall investigate a statewide voter registration system which provides elections officials access to current voter registration lists.  The proposed system shall be compatible with the geographic information system precinct map developed for purposes of apportioning the legislature, and shall be accessible by each county clerk and other elections authorities as designated by the secretary of state.

 

(b)  There is appropriated from the general fund to the secretary of state one dollar ($1) or as much thereof as necessary for the purposes of this section.

 

     Section 3.  There is appropriated from the general fund to the secretary of state twenty thousand dollars ($20,000) or as much thereof as necessary for the purposes of the certification program under W.S. 22-2-121(d).

 

     Section 4.  (a)  There is authorized an additional full time position to the office of the secretary of state.

 

(b)  There is appropriated from the general fund to the secretary of state one hundred thousand dollars ($100,000) or as much thereof as necessary for the additional position authorized under subsection (a) of this section.

 

Section 5.   Funds appropriated under this act shall not lapse pursuant to W.S. 9-4-207, but shall continue to be appropriated and used for the biennium commencing July 1, 2002.

 

Section 6.  This act is effective immediately upon completion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constitution.
