JOINT APPROPRIATIONS INTERIM COMMITTEE SCHOOL CAPITAL CONSTRUCTION PROJECTS

 

           K-12 Capital construction projects as required by legislation passed in the 2002 session.

 

Legislation requires the Committee is to develop recommendations for remedies for several school district capital construction projects. The Committee is to meet and hire professional services as necessary to accomplish this task.

Park County School District #1 – Powell High School
And
Sheridan County School District #2 – Central Middle School

Project Initiation

Activities:

Schedule project initiation meeting with Legislative Service Office.

Conduct meeting and introduce MGT team, distribute project directory, and establish lines of communication.

Review the proposed work plan and schedule to ensure it meets the goals and objectives of the JAC.

Revise work plan and schedule as appropriate.

Data and standards Review

Activities:

Work with the Department of Education (DOE) and develop methodology for measuring the capacity of a district’s school system and individual schools.

Review the current educational suitability assessment instrument with the DOE and adjust as necessary to align with the current educational "basket of goods".

Review current facility standards and guidelines with DOE to ensure the study team is correctly interpreting them.

Review existing condition, suitability, technology readiness assessments of each inadequate facility.

Activities

Schedule meetings with representatives of each district.

Meet with district representatives and discuss the following;

Educational suitability of the facility

Existing cost estimates of needed repairs

District enrollment projections

District measurements of capacity

Tour the facility and identify condition, suitability and technology inadequacies.

Establish district’s capacity need by validating enrollment projections and comparing to existing capacity using methodology developed in Activity 2.1.

Develop cost estimate to remediate existing facility so that

The building condition will only require routine maintenance

The educational suitability and technology readiness will have a score of 80.

The ADA accessibility will have a score of 4

The facility is substantially in compliance with state standards and guidelines

Evaluate the District’s proposal for a new school as to compliance with state standards and guidelines. Evaluate cost proposals and compare to remediating existing facility.

Using district data for building operation costs, develop comparison of operating costs for new versus existing for 50 years.

Review cost data for each optional remedy with the representatives of each district.

Develop recommendation

Activities:

Utilizing analysis of remediation options developed in Task 3.0, develop recommendations for preferred option for each inadequate faciltiy.   Preferred option shall meet the following criteria;

It will provide sufficient capacity based on state standards

It will substantially meet state standards and guidelines for educational facilities

It will only need routine maintenance

It will meet current seismic code requirements.

It will be educationally suitable to deliver the "educational basket of goods" and/or have a suitability score of 80.

It will have an technology readiness score of 80.

It will have an ADA accessibility score of 4.

It will be the most cost effective solution that meets the above criteria.

Prepare report comparing options for remedies and containing recommendations for each facility.

Review draft report with Legislative Service Office and JAC chairmen.

Present final report to the JAC.
