AN ACT relating to the natural gas pipeline authority; modifying powers of the authority; granting

additional bonding authority and otherwise modifying bonding authority; modifying legislative

findings; repealing certain restrictions on powers of the authority; making conforming amendments;

and providing for an effective date.
