Call To Order

Speaker Parady called the meeting to order.  The following sections summarize the Council proceedings by topic.  Please refer to Appendix 1 to review the Council meeting agenda and meeting materials.

 

Approval of Minutes

Minutes of the January 26, 2004, Management Council meeting were approved with no changes.

 

Interim Committee Study Assignments

The Council reviewed proposed joint interim committee study assignments submitted by each interim committee (See Attachment 1).

 

Following discussion of the topics, Senator Kunz moved that the Council approve the topics as submitted by the committees subject to amendment by motion of another Council member.  The motion passed.  The changes to any submitted topics are noted below.

 

1. Joint Judiciary Interim Committee

Senator Hanes and Representative Simpson explained the committee's proposed interim topics.

 

Following discussion, Senator Kunz moved that assignment of topic #1 submitted by the committee relating to split estates be delayed until the joint executive/legislative committee on split estates created by 2004 House Bill 1 (the budget bill) completes its work.  The motion passed.

 

Senator Devin moved that topic #2 on medical review panel/insurance reform be moved to the Labor committee.  The motion failed.

 

Senator Devin moved that topic #5 from the Labor committee on child support guidelines be moved to the Judiciary committee.  The motion passed.

 

2. Joint Appropriations Interim Committee

Senator Schiffer explained the committee's proposed interim topics.

 

Representative Reese moved that the topic of conversion of state employee sick leave at retirement be added.  The motion passed.

 

Representative Luthi moved the topic of state retiree health care benefits be added.  The motion passed.

 

Senator Devin moved that topic #4(c) on Public Service Commission resources from the Corporations committee be moved to the Appropriations committee.  The motion passed.

 

3. Joint Revenue Interim Committee

Senator Peck and Representative Cohee explained the committee's proposed interim topics.

 

Senator Mockler moved that topic #2(b) from Corporations committee on local finance options be moved to the Revenue committee.  The motion passed.

 

4. Joint Education Interim Committee

Senator Coe and Representative Wasserburger explained the committee's proposed interim topics.

 

Representative Luthi moved that the state superintendent be added to topic #A(6) on the recommendations on the adequacy of the statewide education program.  The motion passed.

 

Representative Robinson moved that Medicaid services provided for special education in schools be moved from the Labor committee to the Education committee.  The motion failed.

 

5. Joint Agriculture, Public Lands & Water Resources Interim Committee

Senator Geis and Representative Hageman explained the committee's proposed interim topics.

 

Senator Kunz expressed concern over the large number of elk dying in Carbon county from an unknown disease.  Senator Geis indicated the committee would look into the problem.

 

No changes were made to the committee's proposed study list.

 

6. Joint Travel, Recreation, Wildlife and Cultural Resources Interim Committee

Senator Roberts and Representative Baker explained the committee's proposed interim topics.

 

No changes were made to the committee's proposed study list.

 

7. Joint Corporations, Elections and Political Subdivisions Interim Committee

Senator Meier and Representative Ross explained the committee's proposed interim topics.

 

Representative Anderson moved that the committee also study the salaries of members of state boards and commissions.  The motion passed.

 

Senator Devin moved that topic #4(c) on Public Service Commission resources from the Corporations committee be moved to the Appropriations committee.  The motion passed.

 

Senator Mockler moved that topic #2(b) from Corporations committee on local finance options be moved to the Revenue committee.  The motion passed.

 

Senator Mockler moved that Labor committee topic #4(b) regarding cost problems for health and liability insurance in the public schools and community colleges be moved to the Corporations committee.  The motion passed.

 

8. Joint Transportation, Highways and Military Affairs Interim Committee

Senator Erb and Representative Wayne Johnson explained the committee's proposed interim topics.

 

Senator Larson moved the committee study lower speed limits for large motor vehicles for the purpose of improving public safety on Interstate 80.  The motion passed.

 

Senator Devin moved that the topic of uninsured motorists be removed from the committee's topics.  The motion failed.

 

Representative Reese moved that the committee include minimum levels of insurance in the topic of uninsured motorists.  The motion passed.

 

Senator Mockler moved that the topic of federal funding and planning for homeland security be included in topic #2 on the military department, and that the committee report on its findings to the Appropriations committee.  The motion passed.

 

Responding to concerns expressed by members of the Council the Co-chairmen agreed that as part of Topic #3 Veterans' Commission, the committee will consider the concerns of other veterans' groups.

 

9. Joint Minerals, Business and Economic Opportunities Interim Committee

Senator Hawks and Representative Law explained the committee's proposed interim topics.

 

Senator Mockler suggested that topic #2 on Mortgage brokers should also include a review of achieving a "level playing field" for state chartered banks.

 

No changes were made to the committee's proposed study list.

 

10. Joint Labor, Health and Social Services Interim Committee

Senator Scott and Representative Osborn explained the committee's proposed interim topics.

 

Senator Devin moved that topic #5 from the Labor committee on child support guidelines be moved to the Judiciary committee.  The motion passed.

 

Senator Mockler moved that Labor committee topic #4(b) regarding cost problems for health and liability insurance in the public schools and community colleges be moved to the Corporations committee.  The motion passed.

 

Senator Devin moved that as part of its consideration of topic #2 on worker's compensation issues the committee review the department's claims process including recommendations contained in the Management Audit committee study on worker's compensation.  The motion passed.

 

Management Council

Representative Reese moved that the Management Council study legislative compensation including constituent service allowance and electronic equipment for legislators.  The motion passed.

 

Other Committees

The Council also approved without change the proposed interim topics for the Select Water Committee, Joint Tribal Relations Committee and the Select Committee on School Facilities.

 

Interim Committee Budgets

 

Representative Luthi moved that the interim budget for the Council should be increased by $10,000.  The motion passed.

 

Initial interim committee budgets approved by the Council are set out in Attachment 2.

 

Mr. Pauli explained that in addition to the standard budget for the Select Committee on School Facilities, an additional $15,000 will be available as a result of an amendment added to Senate File 2.

 

Miscellaneous

Senator Larson nominated Senator Hawks to be appointed to the Wyoming Enhanced and Improved Oil Recovery Commission (created by 2004 Senate File 61).  Representative Anderson nominated Representative Childers.  The Council selected Senator Hawks.

 

Chairman Parady announced the Council will carry forward the topic of interim committee use of subcommittees to be considered at the Council's next meeting.

 

Chairman Parady announced the next Council meeting will be sometime in June.

There being no further business, the meeting was adjourned at 7:30 p.m.
