Chairman Lockhart called the meeting to order at 4:00 p.m.
LSO staff gave background information on constitutional perspectives,
potential problems and several alternatives regarding proposals to provide
grants for low interest loans to support workforce housing. . The alternatives
included loans and grants through the Wyoming Business Council, Amendment IV
funding, expanding the Wyoming Community Development Authority and funding
under Article 16, Section 13. The Subcommittee
discussed these alternatives, CDGB funding and what some of the communities are
doing about their workforce housing issues.
The Subcommittee developed the following work items to be done before
the next meeting:
1. LSO will collect information on any collaborative
efforts by communities in putting various development assistance together.
2. LSO will work with the Wyoming Business
Council to provide information to the subcommittee on the requirements for CDGB
funding.
3. LSO
research will determine the resources available to the Wyoming Community Development
Authority.
4. Senator
Townsend will contact large mineral development operators to determine what the
operators are doing about housing for their workers.
5. Representative
Hammons will contact the Governor's office for a potential contact person to
help the Subcommittee.
Chairman Lockhart asked Senator Schiffer to continue to participate
with the Subcommittee and Senator Schiffer agreed to participate. Chairman Lockhart will schedule another
conference call in about two weeks.
There being no further business the meeting adjourned at 5:15 p.m.
