Topic #1: Review
Incentives to Compete for New Power Plants and New Fuels Development
The
Committee will review incentives to attract new power plants, clean coal
technologies, supercritical and ultra supercritical pulverized coal, fluidized
bed combustion and other like technologies or developments to Wyoming. Additionally, the Committee will investigate
incentives to maintain the operation of existing and outdated industrial
facilities, including refineries, trona plants, bentonite and power plants, to
make the investments necessary to clean up the environment and keep the
operations working. (WPA and WIA.)
Topic #2: Workforce training and
development and housing infrastructure. [Note: Changes made by Management Council]
(a) The Committee
will consider available options and consider the appropriate state
participation, including the use of community colleges, in resolving the lack
of adequately trained workforce for Wyoming industries.
(b) Workforce development. [Originally
requested by the Labor and Health
Committee, this study was reassigned to the Minerals committee by the
Management Council.] Wyoming's workforce is currently inadequate to meet the demands of
our current economy. The state does not
have a well-defined plan for training that begins during high school years and
continues in post-secondary education.
This interim study topic would bring together the Departments of
Education and Workforce Services, Community College Commission, interested
school districts and community colleges to develop a plan for a seamless system
of workforce development training for the young adults in the state.
(c) Workforce housing infrastructure. The Committee will consider this item if
time permits. The Committee will
consider the need for workforce housing infrastructure as it relates to
business and economic development to attract and keep an adequate workforce to
meet the need of Wyoming businesses. [Note: the Management Council moved this
topic up from topic #5]
Topic #3: Integrated Resource Plans
(IRPs).
The
Committee will review the appropriate use of integrated resource plans and
review the appropriate rate treatment of approved projects. This topic will complement work the
Committee has done with the Wyoming Infrastructure Authority.
Topic #4: Department
of Environmental Quality Leaking Underground Storage Tanks.
The
Committee will consider this item if time permits. The Committee will review the Department of Environmental
Quality's leaking underground storage tanks and determine if it is feasible to
accelerate the clean-up of leaking underground storage tanks.
Topic #5: Workforce Housing Infrastructure.

#6: Eminent Domain.
Note: This topic
was assigned by Management Council to the Joint Agriculture, Public Lands and
Water Resources Interim Committee.
Topic
#7: Reports and Updates.
The
Committee will consider updates from the Wyoming Business Council regarding,
the Business Ready Communities and the Community Facilities Program. The Committee will also receive and review
reports required to be submitted to the Committee.
