Call To Order

Chairman Geis called the meeting to order at 10:05 a.m.  The order of the meeting generally followed the prepared agenda [Appendix 2].  Following roll call, Secretary Meyer moved to approve the minutes from the June 19, 2006 meeting.  The motion was seconded by Jim Neiman and passed.

 

Discussion From Task Force

Director Boomgaarden explained the draft Final Report and Recommendation, including the changes made since the last meeting [Appendices 3 through 8].

 

Draft Legislation

07LSO-0058.W3 – State Lands

The Task Force discussed the draft bill on state lands [Appendices 9 and 10].  The Task Force agreed to work from the 07LSO-0058.W3 draft version.  Joe Meyer moved to include a policy statement, to be prepared by Director Boomgaarden, explaining state trust lands.  Jim Neiman seconded the motion and the motion passed.  Joe Meyer moved to change the committee name to “state and public lands.”  The motion was seconded and passed.  Margarite Herman moved to include a clause in the policy statement that state trust lands do not include other state lands purchased through the years that do not relate to beneficiaries in the trust.  Joel Ohman seconded the motion and the motion passed.  Margarite Herman moved to recommend the bill as amended.  Jim McBride seconded the motion and the motion passed [Appendix 11].

 

07LSO-0060.W3 – State Trust Lands Task Force

The Task Force discussed the draft bill on state trust lands task force [Appendix 12].  Joel Ohman moved to have the term expire June 30th and for the task force to serve at the will of the State Board of Land Commissioners.  Joe Meyer seconded the motion and the motion passed. The Task Force recommended the Director request in her budget the financing for the task force for the next year and then to include the task force in her yearly standard budget.  Director Boomgaarden suggested that $20,000.00 and $10,000.00 would be an adequate budget.  The Task Force discussed making the appointments effective April 15th. Max Maxfield moved to recommend the draft bill as amended.  Ross Diercks seconded the motion and the motion passed [Appendix 13].

 

 

07LSO-0061.W3 – State Trust Land Management Account

The Task Force discussed the draft bill on the state trust land management account [Appendix 14].  Joe Meyer moved to set the amount at one percent (1%).  Margarite Herman seconded the motion and the motion passed.  Joe Meyer then moved to recommend the draft bill as amended.  The motion was seconded by Margarite Herman and passed [Appendix 15].

 

 

Recommendations for the final report

Other than the draft bills discussed above, no changes were recommended to the final report.  The recommendations and the final report from the Task Force is due September 1, 2006 to the Joint Agriculture, Public Lands and Water Resources and the Joint Appropriations Interim Committees.

 

Public Comment

Speaker Randall Luthi stated he had been following the work of the Task Force and thanked the Task Force for their dedication and hard work.

 

Scott Zimmerman, Rocky Mountain Farmers Union wanted to thank the committee for all they have done.  He will be watching the definition of public lands and how that will all track. 

 

Jean Hayek, Wyoming Education Association, expressed her support for the legislation.

 

 

There being no further business the meeting adjourned at 11:30 p.m.
