Committee interim assignments include a review of school district cash flow requirements and, in light of passage of Amendment B to the Wyoming Constitution, development of recommendations redirecting to the state those revenue flows currently flowing to school districts through counties.

School Configuration Guidelines.

2006 legislation enacting recalibration of the block grant model required the State Superintendent to develop statewide guidelines on school configuration for purposes of block grant model administration and computation of school foundation program amounts.  (2006 Laws, Chapter 37, Section 7(a)).  The recalibrated model is a "school" based model, as contrasted to the preexisting "district" based model.  Guidelines are by law to address school configuration on the basis of adequate delivery of the required statewide educational program in a cost-efficient and educationally effective manner.

Career and Technical Education-Implementation Recommendations

Subsequent to the MPR report presentation and Committee discussion on Wyoming career and technical education at the June 18 Committee meeting,  the  Department  of  Education   provides recommendations to commence implementation of report findings consistent with the Committee's interim assignment to develop state policy on career and technical education and preparation of high school students for a full-range of post secondary options.

Wyoming P-16 Education Council.

Representatives of the Wyoming business community together with all levels of education, preschool through college, have been appointed by the Governor and State Superintendent to a fifteen member council to study the improvement of Wyoming education quality and the transition between education levels.

Block Grant Model Component Reports.

2006 model recalibration required continued analysis of several model components based upon data refinement, and required development of recommendations for necessary model adjustment based upon refined data.  (2006 Laws, Chapter 37, Section 7(e) and (f) and 2007 Laws, Chapter 147, Section 202).

Block Grant Model Administration: Technical Issue Report.

W.S. 21‑2‑202(e) requires the State Superintendent to promulgate rules governing block grant model administration and to make technical corrections to model spreadsheets necessary for model administration in accordance with law.  Statute also requires the State Superintendent to report corrections to the legislature together with associated fiscal and technical impact.

Governor's Community College Study Commission-Update.

The Commission, established by the Governor to study the Wyoming community college system, is in the process of finalizing study recommendations to the Governor.  A progress report on Commission efforts is provided at this time, to be followed by a complete report together with recommendations at a subsequent Committee meeting.
