Allocation-Expenditure Study.

The final report on the allocation-expenditure study will be presented to the committee in accordance with 2006 Laws, Chapter 37, Section 8.  Based upon an analysis of school district expenditures, the presented findings will be based upon an analysis of the impact of education strategies underlying the block grant model on district education programs and the programmatic uses by districts of resources made available under the model.  The final report is a formal follow-up on the preliminary report presented to the committee in January 2008.

Career-Technical Education (CTE).

2008 Wyoming Laws, Chapter 95, Sections 203, requires the department of education to report to the committee on CTE demonstration grants, the impact of the CTE grant program, statewide CTE strategic plan on improvements to CTE delivery, development of core CTE education programs and curriculum and recommendations for continuing development and implementation of state CTE programs.  This report is an interim report, with final recommendations due by December 1, 2009.

Growth Model System of Student Assessment.

The department of education is required to report on the feasibility if implementing a growth model system of student assessment to meet federal NCLB requirements (2008 Wyoming Laws, Chapter 48, Section 205, Footnote 4).

Hathaway Student Scholarship Program.

The department of education is required by law (W.S. 21‑16-1307(g) and 21‑16‑1308(c)) to report to the committee on administration of the Hathaway student scholarship program including the success curriculum.  The department is also required to report to the committee on a longitudinal study of Hathaway recipients (2008 Laws, Chapter 95, Section 901), sign language instruction and inclusion of sign language instruction as fulfillment of foreign language requirements under the success curriculum (2008 Laws, Chapter 95, Section 1101), and content standards for physical science as a science option under the success curriculum (2008 Laws, Chapter 97, Section 3).

Block Grant Model Administration; Model Version 1f; Chapter 8 School Finance Rules and Regulations.

W.S. 21‑2‑202(e) requires the state superintendent to report to the legislature on rules and regulations governing model administration.  The state superintendent if also required to report model implementation in accordance with legislative enactments and other technical corrections necessary to ensure proper model computation of foundation program payments to school districts.

Distance Education.

The department of education is required to report on distance education grants awarded under 2008 Laws, Chapter 95, Section 503, as well as distance education guidelines for school districts in providing programs and addressing student requests for program participation (Section 505).

Food service supplemental assistance and expenditures, together with recommendations for assistance program continuation, are to be reported by the department of education to the committee pursuant to 2008 Laws, Chapter 95, Section 601(f).

Student Enrichment Instruction Pilot Project.

2008 Laws, Chapter 95, Section 1101(e) requires the department of education to report to the committee on program expenditures and an evaluation of program effectiveness, in addition to recommendations for program continuation.

At-Risk Students.

The department of education is required by 2008 Laws, Chapter 95, Section 401(d), to provide an interim report on state development of at-risk resources and strategies aligned with block grant model components, including alternative schools and education programs for court-ordered and institutional placements, through efforts of a study committee established by the state superintendent. The work effort is to be finalized by November 1, 2009.

Charter Schools.

The State Board of Education, in executing statutory duties under the charter school law, W.S. 21‑3‑301 through 21‑3‑314, are submitting several legislative recommendations addressing concerns with administering the law.
