DETERMINATION OF PROCEDURAL COMPLIANCE BASED UPON INFORMATION
SUBMITTED BY THE AGENCY TO LSO: Apparently complete to date.
SUMMARY OF RULES: The rules amend chapters 1, 13 and 14 of the permanent rules by removing transitional endorsements and temporary permits and creating exception authorizations in order to have one process for all teachers who are seeking to teach in an area where they are not certified but are working toward full certification.
Amends chapter 8 of the permanent rules to provide the requirements for obtaining an added academic endorsement to an initial certification in order to ensure compliance with No Child Left Behind.
Amends chapters 8 and 14 of the permanent rules to change transitional endorsements for assistant coaches and head coaches from a one year to a three year period.
FINDINGS: The rules appear to be within the scope of statutory authority and legislative intent.
STAFF RECOMMENDATION: That the rules be placed on the Consent List and be approved by the Council as submitted by the Board.
