NATURE OF RULES:                     Legislative and procedural.

 

STATUTORY AUTHORITY:         W.S. 14-4-204(a), (b).

 

DETERMINATION OF PROCEDURAL COMPLIANCE BASED UPON INFORMATION

SUBMITTED BY THE AGENCY TO LSO:  Apparently complete to date.  Notice of the proposed adoption of new rules was provided by the LSO as required by W.S. 28-9-103(d). No comments have been received to date.

 

SUMMARY OF RULES:        The Department of Workforce Services administers a program of scholarships and grants to owners and staff of child care facilities for education related to child care certification or continuing education.  This rule amends the Department's existing rules to implement 2008 legislation (HB0102/HEA0044/Ch. 82) which changed the phrase "educational grants" to "educational development scholarships" and the phrase "staff development grants" to "continuing education grants," and which amended repayment requirements in the event of breach by the scholarship/grant recipient.

 

FINDINGS:  The rules appear to be within the scope of statutory authority and legislative intent.

 

STAFF RECOMMENDATION:         That the rules be placed on the Consent List and be approved by the Council as submitted by the Agency.
