SUBJECT: Chapters 1 through 12, State of Wyoming Personnel Rules.
NATURE OF RULES: Legislative and procedural.
STATUTORY AUTHORITY: W.S. 9-2-1022(a)(xi).
DETERMINATION OF PROCEDURAL COMPLIANCE BASED UPON INFORMATION SUBMITTED BY THE AGENCY TO LSO: Apparently complete to date. Notice of the proposed adoption of new rules was provided by the LSO as required by W.S. 28-9-103(d). No comments have been received to date.
SUMMARY OF RULES: The Department of Administration and Information, Human Resources Division, is statutorily charged with promulgating personnel rules for the executive branch, W.S. 9-2-1022(a)(xi). These rule amendments generally coordinate the rules with 2009 statutory amendments (2009 SF0125 / SEA0050 / Chap. 129). The Agency's Statement of Reasons provides an accurate and complete description of the rule changes. The major changes are to:
• Provide that compensation is market based and competitive with the appropriate market;
• To delete from the rules details of recruitment, examination and position registers, which will be provided in the referenced State Recruitment Policy;
• To implement an online recruitment system.
Note: The Department has withdrawn proposed amendments to Chapter 12, Grievances and Appeals.
FINDINGS: The rules appear to be within the scope of statutory authority and legislative intent.
STAFF RECOMMENDATION: That the rules be placed on the Consent List and be approved by the Council as submitted by the Agency.
