AGENCY: Pari-Mutuel Commission.

DATE SUBMITTED: July 30, 2010.

SUBJECT: Chapter 12, Professional Roping Events.

NATURE OF RULES:                     Legislative

STATUTORY AUTHORITY:         W.S. 11-25-104(e)

DETERMINATION OF PROCEDURAL COMPLIANCE BASED UPON INFORMATION SUBMITTED BY THE AGENCY TO LSO:  Apparently complete to date.

SUMMARY OF RULES:  These rules are being amended to further increase the integrity of roping events and give clarity and direction for the participants in those events.

FINDINGS:  The rules appear to be within the scope of legislative intent and statutory authority.  The Pari-Mutuel Commission should note that the Secretary of State's Rules on Rules require that rules be submitted in strike and underscore format and that adopted rules be printed back-to-back.

STAFF RECOMMENDATION: That the rules be placed on the Consent List and approved by the Council as submitted.
