It is a pkg deal with the range. If you hav through put and the range, money goes with the assets to maintain. Reduction in federal funding that is coming, natl guard bureau has taken steps of not supporting all 100 seperate training bases in nations, have started regional training sites, 11 selected of which Camp Guernsey has been selected. Validates the training area. Money not drying up..no intention from Ntional Gaurd Bureau which is our conduit for federal money. Big projects may not show up. 56:30 ~ 1/20/2012 9:20:53 AM ~ Wallis By not accepting these federal funds , does 57:20 ~ 1/20/2012 9:21:42 AM ~ Reiner No one has ever told me that. That fear is in the back of my mind. We will look very hard to 57:57 ~ 1/20/2012 9:22:20 AM ~ Nicholas: The gov can B11 those positions in 58:16 ~ 1/20/2012 9:22:39 AM ~ Shope That would still require a footnote in our budget. 58:39 ~ 1/20/2012 9:23:01 AM ~ Nicholas. This budget becomes effective next summer. The budget will only be in effect for 6 months before we are back again. 59:37 ~ 1/20/2012 9:24:00 AM ~ Nicholas I this what represenative Wallis was asking, was the gov aware of that when you were talking about it. 1:00:19 ~ 1/20/2012 9:24:41 AM ~ Reiner Working with Mr. Bosewell, we will just put it in the budget. Most will go to Gurnsey 8 in Chenenne, 1 in ...... the rest will go to Gurnsey. 1:01:46 ~ 1/20/2012 9:26:08 AM ~ Berger The longevity When the fed money goes away, the position goes away. 1:02:28 ~ 1/20/2012 9:26:50 AM ~ Reiner That is correct. 1:02:44 ~ 1/20/2012 9:27:06 AM ~ Berger A quick overview of Gurnesey` 1:03:30 ~ 1/20/2012 9:27:52 AM ~ Wallis The federally reimbused state employees. That would allow you to move.... In that program, obviously you have federal funds that you could use those funds for the rest of the kids in Wyoming. 1:05:00 ~ 1/20/2012 9:29:22 AM ~ Reiner When you talk of adding a lot other programs, there could be problems. We may not have manpower to cover it 1:06:07 ~ 1/20/2012 9:30:30 AM ~ Illoway One of the real problems is that we don't have the teaching staff to do it. 1:06:39 ~ 1/20/2012 9:31:02 AM ~ Esquibel Maybe there is money in the School budget 1:07:16 ~ 1/20/2012 9:31:39 AM ~ Shope Page 54 Geospacial information overlaying multipal layers of information Page 55 Reconds & Data Management Specialist Position Page 56 Priority # 23 Two skilled trades positions Gov denied Page 61 Youth Chanllenge Program Gov does recomment Exceptional Request Reiner Youth Challenage The Wyoming Guard has funded this since 2006 These are kids from 16 to 18 who have dropped out of school 1 back to school, 2 get GED, 3, Continue to College, 4. . I have spent a lot of time with this program since I took over this position. The good new srory that 8 were referred from Family Services and 6 will be included in this upcoming class. Cooperation the juvinile services has been rewarding . If you turn to page 53, Tab 9 If you look at that program It looks at each program and each has it own nitch. All signed a letter of support and are located at teh end of tab 9. As we talk about that partnership It is not helpful if you have a class that is only starting at only twice a year. That is too long of a time to wait. We have decided to start 4 timer per year. This program does sunset this year. There is a bill that will extend it till 2017. Key stastic 91% in the first 12 classes came from Wyoming A couple of years ago fed funds went from 60% to 75% and said that all us kids be considered. If they join the gurard, they go home to their same social invoiroment. I prefer that the go active duty.. Costs I tried very hard to compare apples to apples. The best simple recap Exhibit 178 The numbers are Two right hand columns Calulations are for the 13 /14 budget. Lets go to the residential treatment center is $364 per day. When I use that model $73 for state $99 for state funds. Wyoming Boys/Girls School That model $51 per day and $63 for teh 4 star program. You can see what our costs on what we think are releivient. 1:24:15 ~ 1/20/2012 9:48:37 AM ~ Von Flatern You used to have two 6 month sessions. The first week were there was like a little boot camp 1:25:05 ~ 1/20/2012 9:49:28 AM ~ Reiner We will start a class every 3 months. You are right, the first two weeks are for weeding out.] Page62 You have two seperate classes that are going through the same program. 1:27:03 ~ 1/20/2012 9:51:25 AM ~ Von Flatern I misunderstood. Does this budget reflect 4 classes per years oppossed to two per year.. IS this the additional money you need. So when I try to figure out this budget is there a ducument that show existing monies, new monies, federal monies. 1:29:32 ~ 1/20/2012 9:53:55 AM ~ Reiner I did sit down with LSO Page 64 The base is 5.4 3 mill is from the feds, the rest is from the feds. The exception is to run the two additional schoold programs 2.75 mill. 1:31:36 ~ 1/20/2012 9:55:58 AM ~ Agar That is correct. We do not have the Govs letter at this time. 1:32:17 ~ 1/20/2012 9:56:39 AM ~ Nicholas: Are you asking for 2.9 mll 1:32:41 ~ 1/20/2012 9:57:03 AM ~ Reiner 4.6 mill Then an additional 2.7 1:33:04 ~ 1/20/2012 9:57:27 AM ~ Nicholas What will the federal compenent be 1:33:23 ~ 1/20/2012 9:57:45 AM ~ Reiner The federal component will stay the same, 3 mill. 1:33:59 ~ 1/20/2012 9:58:22 AM ~ Nicholas Why won't the feds kick in more if we do? We will probably get a Gov's letter on Moday We will go through that letter about 1:00 We will have A & I do that. Saying that, 1:36:15 ~ 1/20/2012 10:00:37 AM ~ Von Flatern At one time you had one or two girls involved Are we still working on that same conceptl 1:36:58 ~ 1/20/2012 10:01:20 AM ~ Reiner Last program had 8 girls and one is here today. 1:37:28 ~ 1/20/2012 10:01:50 AM ~ Harshman We have to take out of state students 1:37:48 ~ 1/20/2012 10:02:10 AM ~ Harshman Are you requeting. 1:38:05 ~ 1/20/2012 10:02:28 AM ~ Reiner: We focus in Wyoming. 1:38:26 ~ 1/20/2012 10:02:48 AM ~ Smith We do have questions from State agencies outside the state These are more or less Loveland and other small towns We focus primarily in Wyoming. 1:39:59 ~ 1/20/2012 10:04:21 AM ~ Harshman We have a few out of state people You mention 3 mill, it's actually 3.5 1:40:44 ~ 1/20/2012 10:05:06 AM ~ Nicholas: The notion was that kids were coming out of Wyoming. Certainly you couldn't create a school for a national base. 1:41:50 ~ 1/20/2012 10:06:12 AM ~ Wallis Since the feds require we accept kids from other states. 1:42:24 ~ 1/20/2012 10:06:47 AM ~ Reiner There are no transfer of monies 1:42:43 ~ 1/20/2012 10:07:06 AM ~ Meier We had a student that come in from Denver I bet there are dozens of students coming to Wyoming for a small school atmosphere. When the percentage exceeds 25%, then we have a problem. 1:44:44 ~ 1/20/2012 10:09:07 AM ~ Harshman But the difference is you don't have an effort to recruit from out of state. 1:45:54 ~ 1/20/2012 10:10:17 AM ~ Von Flatern This is identical to what the Workforce program in RIverton. We just assume resoprocity exists. 1:46:43 ~ 1/20/2012 10:11:06 AM ~ Wallis I think Senator Von Flatern all over the State where home districts are going outside of wyoming to.... 1:47:26 ~ 1/20/2012 10:11:49 AM ~ Esquibel The National Guard in Colorado & Montana don't have similar programs. When other states see our success. The dropouts, do they get a second chance. 1:49:00 ~ 1/20/2012 10:13:23 AM ~ Nicholas A 15 break We stretched utilization of this process, now if we stretch this again we need to go back and see that we don't burst the balloon. 1:50:48 ~ 1/20/2012 10:54:59 AM ~ Steward: Bring everyone up to market pay. Why did the youth Challenge program 1:51:40 ~ 1/20/2012 10:55:51 AM ~ Reiner: *0% --Federal Gov Family Services also gave money. That's how we kept the program open last year 1:53:08 ~ 1/20/2012 10:57:20 AM ~ Steward: Adjustments came from.... 1:53:32 ~ 1/20/2012 10:57:44 AM ~ Reiner 1:53:45 ~ 1/20/2012 10:57:56 AM ~ Nicholas: 4.6 What percent of that is for salaries and what for.. 1:54:16 ~ 1/20/2012 10:58:28 AM ~ Reiner: pg 54 in handout is break down.
