44:55 ~ 1/14/2011 4:01:01 PM ~ Schwartz  Ann Iske, wears a lot of hats.  Livestock boards consists of 7 members  They are a policy making board.  Dr. Logan is State Vet. but can't be here because of recent surgery.  Our major program is our brand program.  We have 30,000 brands in Wyoming.  Brand inspection program is very important.  They are all contract employees.  They do get retirement which has been able to allow us to get some real quality brand inspectors.  One of the issues that has really impacted animal welfare.  The two major issues are hording and puppy/kitty mills.

50:53 ~ 1/14/2011 4:06:59 PM ~ Berger  I do see that a puppy mill bill is coming.  On the efferts of bring these folks together, what are you doing.

  51:52 ~ 1/14/2011 4:07:59 PM ~ Schwartz  We are working closely

  52:08 ~ 1/14/2011 4:08:14 PM ~ Berger Thank You

52:14 ~ 1/14/2011 4:08:21 PM ~ Schwartz  Brocallosus is stll prvelent in elk herds.  The feds are trying to back out and that worries me.  I guess I would answer any questions you might have.

53:43 ~ 1/14/2011 4:09:49 PM ~ Berger  Lets go through your supplemental requests.  Wallis gave us a letter of support for computer

54:25 ~ 1/14/2011 4:10:31 PM ~ Schwartz  Page 14 of our requests.  We need to move into the next century.  We propose we use an existing that South Dakato is using.

56:07 ~ 1/14/2011 4:12:14 PM ~ Berger  Can you tell me  what if the investment was made for $361,000.

56:41 ~ 1/14/2011 4:12:47 PM ~ Mike     I think I need to say how they have worked very hard on the self study..   During that last budget cycle was around $360,000 and that too was denied.  We do support modernization of the Dept. of Ag.

58:37 ~ 1/14/2011 4:14:43 PM ~ Pedersen   What is the cycle for updating for hardware  4 Yrs for desktop, 3 for laptops.

59:41 ~ 1/14/2011 4:15:47 PM ~ Berger That would help us with markup

1:00:16 ~ 1/14/2011 4:16:22 PM ~ Mike  I think that is a good idea   I believe that handout #26 is the responces to your denial.

1:01:09 ~ 1/14/2011 4:17:15 PM ~ Schwartz  We do have some money in our earmark account.

1:01:46 ~ 1/14/2011 4:17:52 PM ~ Meier   Could we get an account of how much is in your earmark account.

1:02:23 ~ 1/14/2011 4:18:29 PM ~ Berger   That was 4 years ago

1:02:39 ~ 1/14/2011 4:18:46 PM ~ Schwarz  I wasn't on board then.  That is probably the reason they hired a Director.  We are looking at 2 - 2.5 mill. in it.  That sounds like a lot of money but that is only 6 months operating costs  Page 15   New Printers  $4,006    New server's   Page 19   Additional brucalosus  First time it is out of the feedground of the elk.  Probably in the future, we will have similar issues.  Change this to desiese outbreak account.  Gives us a place to go if there is a break out of any type.  The legislature could put a cap of some type.  If desies like footinmouth , the state vet could go to the vet

1:09:31 ~ 1/14/2011 4:25:37 PM ~ Von Flatern   You see it as making a good case to the governor and then he will release the funds.

1:10:15 ~ 1/14/2011 4:26:21 PM ~ Meier   Do you have the language you want in that footnote.  I don't believe that doesn't fall inot that emergency fund that we have

1:11:20 ~ 1/14/2011 4:27:27 PM ~ Esquabel   To access funds like that , how fast can you access that money

1:11:58 ~ 1/14/2011 4:28:05 PM ~ Cox   2 or 3 days

1:12:08 ~ 1/14/2011 4:28:15 PM ~ Pedersen  IS that $500,000 per anneum.

1:12:52 ~ 1/14/2011 4:28:59 PM ~ Schwartz   If we don't use the money, I would be tickled to death.

1:14:11 ~ 1/14/2011 4:30:18 PM ~ Schwartz  Page 24   radios  WYOLink   $37,000, Gov. recomended $17,000   Our law inforcement have used this system and it has workd well.  It is a step in the right direction  Also page 24   Printing of the brand book  GOv. recomended $20,000

1:17:03 ~ 1/14/2011 4:33:10 PM ~ Von Flatern  Non of the radio's are compatable

1:17:37 ~ 1/14/2011 4:33:44 PM ~ Page 25   G-form   $5,000 will probably be fine for 1 year.

1:18:48 ~ 1/14/2011 4:34:55 PM ~ Berger  Any further comments Director Schwartz
