insert "Upon request of a person claiming eligibility for free tuition
under this section because of the death of a parent or other person responsible
for the support of the person, the state fire marshal shall determine whether
the decedent was a firefighter in the service of a paid or volunteer fire
department or district in Wyoming, whether the decedent died while acting
within the scope of his duties, the names of all his dependents and, if
qualified for free tuition under this section, certify the name of the dependent
