"Section 2.  There is appropriated to the department of health for the purposes of this act one hundred thirteen thousand four hundred dollars ($113,400.00) from federal funds and ninety-six thousand six hundred dollars ($96,600.00) from the general fund.

Section 3.  2000 Wyoming Session Laws, Chapter 100, Section 2 and 2002 Wyoming Session Laws, Chapter 31, Section 4 are repealed.".
