AN ACT relating to the prevention of drug and substance abuse; giving circuit courts the ability to impose probation on offenders under the age of majority; authorizing the department of health to issue grants and contract for substance abuse testing and treatment; giving additional authority to the community juvenile services board, the department of family services, the department of corrections and the department of health; making conforming amendments; providing additional probation officers to supervise the additional caseload; providing a county opt out and grant option; providing appropriations; and providing for an effective date.
