AN
ACT relating to higher education endowments; establishing the excellence in
higher education endowment account and the student scholarship endowment
account; providing distributions from the accounts to the University of Wyoming
and Wyoming community colleges; restricting expenditures to faculty recruitment
and retention, to scholarships for low income students and to other specified
educational needs; establishing an endowment for the university energy
institute matching program; specifying purposes for energy endowment matching
distributions by the state treasurer; imposing reporting requirements;
directing the joint appropriations interim committee to determine higher education
accomplishments; providing appropriations; and providing for an effective date.
