Subject:  School district data reporting requirements and required school finance audits.

 

Summary/Major Elements:

 

·        Sanctions imposed upon any school district failing to provide statutorily required school data and reports are modified by mandating the State Superintendent to advise the school board and require the board to submit a plan to correct the noncompliance (under current law, the State Superintendent may, based upon the severity of the noncompliance, notify the local board and may withhold portions of the district superintendent's salary);

 

·        Imposes a closure date of April 1 for adjustment of district fiscal information as used in computing school foundation program amounts for any school year, and prohibits adjustment unless for school finance audit purposes;

 

·        Funds an additional four (4) full-time positions within the department of audit for school finance audits (funding is provided through a general fund appropriation).

 

Comments:

 

• The general fund appropriation to the department of audit is reduced by any similar purpose amount within the budget bill enacted by the 2005 Legislature, such that not more than four (4) full-time positions are authorized to the department for school finance audit purposes.
