Catch Title: Sex offender registry.
Subject: Amends sex offender registration requirements.
Summary/Major Elements:
· This bill:
· Adds sexual exploitation of children to the list of offenses for which sex offender registration is required;
· Shortens the time within which a person is required to register as a sex offender from 40 days to 10 days after the person leaves a prior residence or initially enters the state;
· Specifies transients who are required to register as a sex offender shall report weekly to the county sheriff until establishing a residence;
· Requires offenders to provide information regarding educational institutions at which the offender is employed or enrolled within 10 days of being hired or enrolling;
· Authorizes notification to campus communities where a registered offender is employed or enrolled;
· Specifies that the preponderance of the evidence standard shall be used in a hearing when district attorney files a application for hearing to determine:
· The risk of reoffense of a sex offender; or
· If public notification is necessary relating to a sex offender beyond persons already authorized to receive such information under W.S. 7-19-106 (i.e., specified entities such as criminal justice agencies, DFS, Department of Health, various licensing boards, et al.);
· Provides definitions;
· Conforms provisions.
