Summary/Major Elements:

 

·        The program honors the memory of the eight University of Wyoming track and field athletes who were killed in 2001.

 

·        Creates a program whereby donations to the program will be matched on a dollar for dollar basis from state funds.

 

·        Requires that the funds be used to improve or develop university track and field facilities.

 

·        Amends the current challenge match program by permitting matches of individual amounts of less than ten thousand dollars.
