Catch Title: Apprenticeship programs.
Subject: Authorizes a preference in bid consideration for contractors who use apprentices on public works projects.
Summary/Major Elements:
· Grants a 1% bid preference for contractors on public works projects of $1 million or more if the contractor commits to ensure that not less than 10% of the labor hours will be worked by apprentices.
· Apprentice training programs are to be approved and registered with the U.S. department of labor.
· Provides reporting and compliance provisions for the contractor to the department of workforce services.
· Requires the department of workforce services to report annually (beginning in 2007), to the joint labor and education interim committees and compile and summarize the number of apprentices working on public works projects and any exceptions granted to contractors by the department.
Comments:
· Requires the department to examine the need for creation of a state apprenticeship council to assist employers with expanded apprenticeship program development and report to the joint labor interim committee by October 1, 2005.
· Act is effective January 1, 2006.
