Summary/Major Elements:

 

·        Allows a state elected official to authorize a designee to act as the official's representative for boards and commissions of which the official is a member.

 

·        The designee has the right to speak and vote on behalf of the official.

 

·        The authorization does not apply to any board or commission to which the official is appointed by the constitution or which is comprised solely of state elected officials.

 

·        Conforms individual statutes which specifically authorized a designee since the general provision will be effective.

 

·        Retains and conforms provisions which specifically allow the governor to designate the state planning coordinator as his representative for purposes of a current law provision allowing the governor to attend, participate in and vote at all meetings, both general and special, of all nonconstitutionally created boards and commissions which are not exclusively licensing in nature.
