Catch Title:       Methamphetamine initiative.

 

Subject:  Authorizes programs to address problems associated with illegal use of methamphetamine and other controlled substances.

 

Summary/Major Elements:

·         This bill:

·         Appropriates funds as follows:

·         $2 million to the Department of Health for FY06 to increase access to treatment for persons addicted to methamphetamine (Meth) and other controlled substances, grants to be awarded by the Governor's Advisory Board on Substance Abuse and Violent Crime (GABSAVC), with a 25% local match requirement for local and regional grantees;

·         $5 million to the Attorney General for FY06 for employment of law enforcement, prosecutors and public defenders to address offenses relating to the use, sale or manufacture of meth and other controlled substances, through grants awarded by the GABSAVC after review and recommendations by the Attorney General;

·         $500 thousand to the Attorney General for competitive grants to cities and counties for probation services for juveniles sentenced by circuit or municipal courts for drug offenses;

·         $500 thousand to DFS for training in the implementation of best practices to improve parenting skills as a one-time bonus payment;

·         $1 million to the Department of Health for implementation of best practices prevention and intervention services for families receiving treatment services for meth and other controlled substances, grants to be awarded by the GABSAVC to public or private entities after review and recommendations by the Department;

·         Requires the Department of Health:

·         To prepare RFPs from private and public entities to increase treatment options for persons addicted to meth and other controlled substances and solicit bids from entities that will provide a 25% local match;

·         Review grant proposals in consultation with the GABSAVC and submit recommendations by Oct. 30, 2005 to the Joint Appropriations and Labor Interim Committees.

 

Comments: Report with recommendations required to JAC and Joint Labor, Health and Social Services Interim Committees by October 30, 2005 relating to proposals  to increase treatment options for persons with meth and other controlled substance problems.
