Summary/Major Elements:

 

·         Creates a select committee on mental health and substance abuse systems to address and report findings to the legislature.

 

·         The findings and recommendations will address funding sources and levels of funding for mental health and substance abuse services in the state from all sources, the availability of and access to services, cost effective alternatives to the current delivery systems, governmental oversight and accountability and assessment of the sufficiency of those services.

 

·         The findings will be specific regarding number of beds available, training available to health care providers, number of persons utilizing services, clinical services available, use of Medicaid waivers and recruitment and retention of clinical and support staff.

 

·         The committee will make recommendations regarding improvement of procedures and cost management.

 

·         The committee must report to the joint judiciary, joint appropriations and joint labor, health and social services interim committees with findings and recommendations by November 1, 2005.
