Catch Title:         School finance-amendments.

 

Subject:   Continuation of K-12 programs funded outside of the block grant model, and establishment of a one-time funding adjustment for health insurance costs.

 

Summary/Major Elements:

 

·         Provides $6,200,000 from school foundation program funds for continuation of financial assistance to school districts for provision of full-day kindergarten programs during school year 2005-2006;

 

·         Provides $4,500,000 from school foundation program funds for continuation of the summer school grant program during school year 2005-2006, a program providing financial assistance to school districts for the provision of intervention and remediation instruction beyond the required school year;

 

·         Provides $33,321,419 from the school foundation program account to assist school districts with the expenses of health insurance coverage for district employees during school year 2005-2006.  Assistance is provided on a one-time basis outside the block grant model, considers amounts provided within the block grant model for health insurance and is based upon levels the state contributes for state employee health insurance.  Districts are required to report expenditures to the department of education for submission to the management council, joint education committee, joint appropriations committee, and to the department of administration and information.  $40,000 is provided to the department of administration and information to develop a report analyzing the combined costs of block grant funding and district distributions and comparing these costs with state health insurance coverage;

 

·         Appropriates $300,000 from the foundation account to the department of education to continue the student performance data system pilot projects during school year 2005-2006, as implemented by the standards and body of evidence tracking advisory group pursuant to 2003 legislation.
