Subject:   State assistance to local governments for community facility projects.

 

Summary/Major Elements:

·         Establishes the community facilities program to assist communities, through grants, loans and cooperative agreements, with the preservation of former school and government facilities which have community uses;

 

·         Delegates program administration to the Wyoming business council and subjects approval for state assistance to the state loan and investment board;

 

·         Provides state assistance through an application process reviewed by the council and submitted to the board, subject to prescribed eligibility criteria;

 

·         Prohibits school district ownership interest or control in any approved project receiving state assistance;

 

·         Requires grants to be awarded on a matching basis at match proportions recommended by the council and approved by the board, and imposes collateral requirements and attorney general project review prior to loan authorization;

 

·         Creates an account for the program, which funds are continuously appropriated for program grants and loans;

 

·         Provides $7.5 million in general funds to initiate program funding and $252,350 to the council for program administration;

 

·         Directs the council to report to the joint appropriations and joint mineral, business and economic development committees on program grants and loans, and to survey opportunities for program expansion, which is also to be reported to both committees.
