Summary/Major Elements:
· Generally purchases by agencies of the state must be done by competitive bidding or competitive negotiation unless certain findings are made by the administrator of the general services division that the requirements are not feasible for the particular purchase.
· This bill retains those general requirements for purchases by the offices of the five state elected officials, but places the determination that the bid or other requirements are not feasible with the elected official rather than the administration of the general services division. This exception applies only to purchase of twenty thousand dollars or less.
· Contracts for contractual services, consulting services, and special projects exceeding one thousand five hundred dollars ($1,500.00) generally require the approval of the governor or his designee. This bill removes the governor's approval authority for those contracts by the offices of the state elected officials, up to the twenty thousand dollar limit.
· Requires annual reporting to the appropriations committee by the elected officials of purchases made under the exceptions.
