Catch Title: National guard youth challenge program.
Subject: State matching funds for a program addressing at-risk dropout youth for attainment of high school diploma or GED and development of life skills.
Summary/Major Elements:
· Appropriates $1.12 million from the school foundation program to match available federal funds of $1.68 million to initiate the national guard youth challenge program;
· Directs the Wyoming military department to administer the program and requires the department of education to provide assistance in the provision of educational programs and in establishing necessary cooperation with Wyoming school districts;
· Prohibits expenditure of state funds until and unless federal funds are received by July 1, 2005; reverts appropriation to the foundation account if federal funds not received by July 1, 2005;
· Authorizes 45 full-time positions to the military department for this program, and directs the department to undertake necessary expenditures to initiate the program by July 1, 2006, provided federal funds are received;
· Requires an annual report by the military department to the joint appropriations and education committees, specifying program enrollment, successful program completions and program expenditures.
