Summary/Major Elements:

 

·        The Wyoming constitution, Article 7, Section 5 states that all fines and penalties under general laws of the state shall belong to the public school fund of the respective counties and be paid over to the custodians of such funds for the current support of the public schools therein.

 

·        This bill creates a general provision under which civil and administrative fines or penalties under various state statutes are to be paid to the state treasurer and credited to the public school fund of the county where the fine or penalty was imposed.

 

·        This bill makes conforming amendments to various other statutes to clarify or modify the disposition of civil fines or penalties so that they are made to the state treasurer to be credited to the public school funds as provided in the general provision.
