Summary/Major Elements:

·        The bill creates a new bar and grill liquor license available to restaurants.  The licenses are limited in number by population of the city, town or county.

 

·        The bill prohibits the sale, transfer or assignment of any bar and grill liquor license.  Bar and grill liquor licenses are not subject to the requirement that malt beverages be dispensed only in a separate dispensing room.

 

·        At least sixty percent (60%) of gross sales of a licensed bar and grill must be derived from food services.  Additionally, holders of bar and grill liquor licenses may not sell packaged liquor for off-premises consumption.

 

·        The bill provides for the holding of a dual microbrewery or winery permit with a bar and grill liquor license.
