Summary/Major Elements:

· A finding of the Management Audit Committee's study of state level governance of public education was to provide the state board of education professional staffing to assist with policy-making duties;

· Appropriates $100,000 to the department of education for a part-time position within the department to assist the state board with research, analysis and other policy-related staffing to carry out statutorily prescribed duties;

· Requires the state board and the state superintendent to jointly report to the management audit committee and the joint appropriations committee on the status of the part-time position and if the position should be continued.
