Catch Title:       Livestock dealer registration.

 

Subject:  Registration of livestock dealers.

 

Summary/Major Elements:

·         Requires the registration of livestock dealers with the Livestock Board.

·         Provides a definition of livestock dealer and exceptions to the definition of livestock dealer.

·         Requires the livestock dealer to maintain records and to make the records available to the Livestock Board in the event of a disease outbreak.

·         Provides for the Livestock Board to randomly audit up to ten percent (10%) of livestock dealers annually to monitor for compliance.

·         Provides for due process to the livestock dealer before suspension or cancellation of the registration.

·         Provides confidentiality of the records obtained by the Livestock Board from the livestock dealer.

·         Establishes a sunset date of June 30, 2016 for the newly created section 11-22-118 (the new registration provision, including recordkeeping requirements).

·         Provides for enforcement and for penalties.

·         Repeals 11-22-101(a)(iii)(B) which provided that the premises of any butcher, packer or processor who receives animals exclusively for immediate slaughter was within the definition of "livestock market".

 

Comments:

·         Registration of livestock dealers in Wyoming will allow Wyoming to be eligible to regain the brucellosis free status from the federal government.

·         Creates major program: registration of livestock dealers.

·         Contains delayed effective/repeal date:

- Section 11-22-118 is repealed effective June 30, 2016.

- Paragraph 11-22-101(a)(iv)(B) is repealed effective June 30, 2016.

- Paragraph 11-22-101(a)(v) is repealed effective June 30, 2016.
