Catch Title: Solid waste landfill planning and monitoring.

Subject: Creates the Solid waste landfill planning and monitoring program.

Summary/Major Elements:

· Provides for grants to local governmental entities for monitoring of solid waste landfills to determine the extent of problems at current landfills, including conducting investigations, preparing plans and installing monitoring systems.

· Provides for the department of environmental quality to establish a process for grant applications and evaluations of grant applications for local governmental entities.

· Provides for grants to local governmental entities for integrated solid waste management planning.

· Provides for local governmental entities to develop 20 year integrated solid waste management plans, including an evaluation of current and projected volumes for all major types of solid waste within the planning area, an evaluation of reasonable alternatives, how the plan will be implemented, objectives to be achieved and an economic analysis of the plan.

· Authorizes two additional positions to the department of environmental quality.

· Provides appropriations of $7,970,000 for monitoring grants; $1,300,000 for planning grants and $320,500 for the additional positions.
