Catch Title:       Commercial drivers licenses.

Subject:  Amends commercial drivers license statutes to comply with federal requirements.

Summary/Major Elements:  This act:

• Requires the department of transportation to adopt rules regarding issuance of out-of-service orders for drivers violating federal motor carrier safety regulations or the North American uniform out-of-service criteria of the Commercial Vehicle Safety Alliance.

• Provides that drivers violating out-of-service orders, and drivers or employers convicted of violating stopping requirements at railroad crossings, are also subject to civil penalties as provided in federal motor carrier safety regulations.

• Requires a security threat assessment of an applicant by the Transportation Security Administration before issuance of a commercial driver's license.
