Summary/Major Elements:

 

·         This act expands the duties of the state employee compensation commission (the commission consists of five members, including two legislative members).

 

·         The commission is to function as a liaison between the legislature and the governor and executive branch agencies concerning state employee personnel policies.

 

·         The commission is now to submit its recommendations regarding state employee compensation to the budget division and those recommendations will now go through the budget process, which may or may not be reflected in the governor's proposed budget.

 

·         The governor is to summarize how the proposed budget reflects those recommendations.

 

·         The commission is authorize to hold public hearings and enter into contracts to perform its duties, which are expanded to include recommending legislation on state employee personnel matters and appearing before the appropriations committee to present its recommendations.
