Summary/Major Elements:

· Clarifies provisions pertaining to state contributions to the group health insurance program on behalf of University of Wyoming and community colleges;

· Provides that employer contributions for enrolled and eligible University and college employees are funded from the state general fund at the level employer contributions are made on behalf of other enrolled and eligible state employees (currently 85%);

· Restricts payment to those University and college employees whose compensation is fully or partially funded from nonfederal sources and excludes those University employees whose compensation is partially or fully funded from contracts, grants or auxiliary services;

· Provision is made for full state contribution (85%) if federal funds are not available.
