Subject:  Payment due date for holders of surface water point source discharge permits.

Summary/Major Elements:

· Changes the date surface water point source discharge elimination permit fees under the national pollutant discharge elimination system are due annually to the Department of Environmental Quality (DEQ) from July 1 to January 1.

· Provides that DEQ shall assess and collect the full annual fee on July 1, 2007 and shall collect ½ of the annual fee on January 1, 2008 and the full fee annually thereafter.

· This change was made so that a discharge permit issued for a construction site would not have to be renewed during the height of the building season and to switch from the state fiscal year to a calendar year billing cycle.
