Catch Title:       State lands leasing procedures.

Subject:  Amends conditions that must be met by a lessee applying to renew an expiring lease on state lands.

Summary/Major Elements:

· Under current law, a lessee applying to renew an expiring lease on state lands has a preferred right to renew the lease by meeting the highest bid offered which is based on the fair market value for the same or similar use of the land.

· This act:

· Gives the lessee a preferred right to renew the lease by meeting the highest bid offered by another qualified applicant who has an actual and necessary use for the land and available forage and whose bid is based on the fair market value for the same or similar use of the land;

· Repeals a provision that contains redundant language that is somewhat similar to the existing provision that this act amends;

· Renumbers W.S. 36-5-105, which contains the provisions amended or repealed by this act.
