Subject:  Authorizes agreements with adjacent states for operation of joint ports of entry.

 

Summary/Major Elements:  This act:

 

·        Authorizes the Department of Transportation to enter into agreements with adjoining states for the joint construction and operation of ports of entry;

 

·        Provides that authorized state personnel may issue permits, collect highway user fees, registration fees, permit fees and fuel taxes on behalf of the other party state;

 

·        Requires that mutual aid agreements with another state be approved by the attorney general and the governor;

 

·        Specifies terms to be included in the mutual aid agreement, including purpose, financing and budget, termination, property acquisition and disposition, personnel requirements, liability, insurance and enforcement;

 

·        Provides that a special enforcement officer operating under a mutual aid agreement may issue summonses for appearance in the courts of the adjoining state, but does not have the power of arrest.
