Summary/Major Elements:

· Requires that the State Veterinarian be a graduate of a veterinary college recognized by the American Veterinary Medical Association and the Wyoming state board of veterinary medicine.

· Requires that the state veterinarian consult with the Livestock Board when appointing deputy state veterinarians.

• Changes the chief executive officer of the livestock board from the state veterinarian to the director of the Livestock Board.

• This act makes the Livestock Board responsible for the appointment and dismissal of the director. The state veterinarian currently has this authority.

• Provides for an appeal process by any owner or agent of animals affected by a quarantine or treatment, or by any aggrieved governmental entity, including providing for hearings.

· Provides a procedure for the Livestock Board and state veterinarian to utilize in the event of a foreign animal disease outbreak, an act of animal agro-terrorism or other animal health emergency.
