Catch Title:       Early child social-emotional services.

Subject:  Amends developmental preschool funding formula to include early child social-emotional services.

Summary/Major Elements:  Current law provides a funding formula for the Department of Health to use in contracts with developmental preschool service providers and in preparing the department's biennial budget request.  This act:

· Increases the per child amount in the formula by $363 to provide:

o Professional social-emotional development services as a component of individualized education or family service plans;

o Training and technical assistance in early childhood social-emotional development to early childhood service providers.

· Appropriates $1,130,382 from the general fund to the Department of Health through June 30, 2008 for early child social-emotional services;

· Directs that funds appropriated by this act shall only be distributed to development preschool service providers that have established cooperative service agreements with professional social-emotional development service providers.

Comments: Report required by October 1, 2007 from the Department of Health to the Joint Appropriations Interim Committee regarding persons hired, persons trained and children afforded services as a result of the appropriation under this act.
