Subject:  Authorization of temporary recreational vehicle display and sales permits.

Summary/Major Elements:  This act:

· Authorizes the Department of Transportation to issue temporary recreational vehicle display and sales permits to out-of-state RV dealers in connection with an RV rally in Wyoming;

· Requires an application (with $500 fee) at least ninety days before the rally and specifies minimum application information, terms of the permit and bonding requirements;

· Requires criminal background checks of applicants for resident dealer, Wyoming-based manufacturer and temporary RV sales permits;

· Requires the organizer of the rally to notify Wyoming RV dealers of an upcoming rally/sales event;

· Grants a first right of refusal to Wyoming RV dealers to purchase sales space at the rally;

· Grants a first right of refusal to an exclusive Wyoming RV dealer to be the sole representative of that manufacturer at the rally;

· Grants a second right of refusal to out-of-state dealers from states with reciprocal provisions for sales by Wyoming dealers;

· Provides for denial, suspension or revocation of a temporary RV sales permit;

· Authorizes WyDoT to adopt rules and regulations implementing this act.
