Summary/Major Elements:

• Creates the abandoned mine land funds reserve account.

• Requires all funds received from the federal government from the Surface Mining Control and Reclamation Act amendments of 2006 to be deposited into the abandoned mine land funds reserve account.  The funds are estimated to be $550 million, distributed over several years.

• Requires all funds and interest generated on the funds to remain in the abandoned mine land funds reserve account until appropriated by the legislature.

· Specifies these funds are separate from and in addition to the funds distributed to the Wyoming abandoned mine land program which are used for reclamation of abandoned mine lands.
