· The bill requires that responsibilities and requirements to possess professional licenses, certifications or registrations be included in current job descriptions.

· The bill adds requirements to possess professional licenses, certifications or registrations as a factor in assigning positions to classifications and determining pay grade.

· The bill provides that at request of the state employee compensation commission the human resources division shall review department rules and regulations or analyze hiring difficulties and turnover.

· The bill requires pay rates to be determined by the requirements of the position and giving consideration to salaries in the public and private sector.
